Amends Hawaii Revised Statutes Section 287-3 to limit traffic abstracts to only moving violations resulting in convictions, removing references to "alleged moving violations."

Requires the Traffic and Emergency Period Violations Bureaus of district courts to remove all dismissed moving violations that did not result in convictions from certified abstracts by July 1, 2026.

Appropriates funds to the judiciary for fiscal years 2025-2026 and 2026-2027 to support removal of dismissed moving violations from traffic abstracts (amount to be determined).

Maintains existing fee structure for certified traffic abstracts at not to exceed $20, with $18 deposited to the general fund and $2 to the judiciary computer system special fund.

Effective date is July 1, 2050.
