Adds a new section to Hawaii's Residential Landlord-Tenant Code establishing liability for landlords of dwelling units in federally declared disaster areas as of August 8, 2023, who violate the chapter.

Requires courts to award tenants who prevail in civil suits a sum of not less than $1,000 or threefold the tenant's sustained damages, whichever is greater.

Mandates courts award reasonable attorneys' fees and the cost of the civil suit to prevailing tenants.

Takes effect on July 1, 2050.

Does not affect rights, duties, penalties, or proceedings that existed before the Act's effective date.
