Establishes the state procurement automation system special fund to be administered by the state procurement office, receiving vendor-collected transaction fees under section 103D-206(7) and legislative appropriations.

Directs the special fund to be used for administration, management, operation, maintenance, and upgrade of the procurement automation system's Marketplace and eProcurement system.

Designates the executive director of the school facilities authority as a chief procurement officer under section 103D-203(a), making it the eighth entity with a designated chief procurement officer.

Updates cross-references in section 103D-204 from section 103D-203(a)(8) to 103D-203(a)(9) to reflect the addition of the school facilities authority.

Takes effect January 1, 2491, with amendments to section 103D-203(a) surviving the scheduled reenactment on June 30, 2028.
