Amends Hawaii Revised Statutes Section 103D-303(h) to restrict disclosure of competing offerors' proposals and evaluation scores during debriefing meetings with non-selected offerors.

Prohibits procurement officers from disclosing competing proposals or individual evaluation scores except for a summary of scores until after any protest is resolved and the contract is executed.

Non-selected offerors may still request debriefing within three working days after contract award and must file protests within five working days after debriefing is completed.

Takes effect upon approval and does not affect rights, duties, or proceedings that occurred before the effective date.
