Removes requirement for licensed professional surveyor letter certifying that metes and bounds descriptions conform to plat maps in section 502-17(d).

Changes fee structure for survey and plan checking from "$2 an hour" to fees established in chapter 40 of title 3, Hawaii Administrative Rules.

Eliminates requirement for plans to be filed in duplicate and updates plan materials from "tracing cloth" to "tangible medium of good quality approved by the Department of Accounting and General Services."

Adds new permitted drawing scales of 60, 600, and 6000 feet to an inch, and increases maximum plan width from 54 inches to 36 inches wide without length restriction.

Grants Department of Accounting and General Services discretion to approve exceptions to the requirement that only contiguous parcels appear on the same plan.
