Removes the specific April 1 deadline for the Department of the Attorney General to publish its annual report on firearms licenses to carry, replacing it with a general requirement to publish an annual report.

Changes the deadline for county police chiefs to provide data to the Attorney General from February 1 to March 31 of each year.

Requires the annual report to include applications, issuances, revocations, and denials categorized by applicant age, gender, race, and county of residence.

Mandates analysis of denial rates based on failure to meet standards under HRS §134-9(d) and recommendations to remedy disparities in denials by age, gender, or race.

Requires the report to include data on appeals, appeals granted, and violations of HRS §134-9.1.
