Authorizes state facilities to engage in wheeling of electricity produced from renewable energy sources to other state facilities through existing utility transmission lines.

Requires the Public Utilities Commission to establish policies and procedures for wheeling implementation by December 31, 2026, if determined to be in the public interest.

Grants the PUC authority to disallow wheeling projects that are detrimental to grid safety and reliability, harmful to other utility customers, or not in the public interest.

Defines "wheeling" as transmission of electric power from one state facility's generation point to other state agencies over existing third-party utility transmission lines.

Requires the PUC to submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2027 regular session; effective July 1, 2050.
