SB 1333 Summary

• Extends the period for counties with populations of 500,000 or less to collect county surcharges on state taxes from December 31, 2030, to December 31, 2047.

• Authorizes counties with populations of 500,000 or less to use surcharge revenues for both transportation and housing infrastructure, in addition to existing transit-related purposes.

• Permits counties that previously adopted surcharge ordinances after July 1, 2015, to amend their ordinances by December 31, 2026, to change the authorized uses of surcharge revenues.

• Allows counties to establish cost-sharing arrangements with private or public developers for housing infrastructure projects funded by surcharge revenues.

• Expands the definition of "housing infrastructure costs" to include pedestrian paths or sidewalks near schools, water and sewer systems, and electrical and communication system improvements for neighborhood redevelopment.
