SB 1335 Summary

• Requires the Office of Planning and Sustainable Development to conduct an integrated land use study for agricultural districts to address competing land uses and meet climate, sustainability, and housing statutory targets.

• Study must incorporate recommendations from Hawaii 2050 sustainability plan, state land use review of districts, sea level rise vulnerability report, and existing climate and housing goals while considering soil classification studies and state plan updates.

• Office must compile data-based estimates from state agencies (Department of Agriculture, DLNR, HBDC, Hawaii State Energy Office, and counties) with secondary input from University of Hawaii, utility companies, and agricultural organizations, plus conduct community outreach.

• Interim report due to legislature no later than 20 days before 2026 regular session; final report due to legislature and land use commission no later than 20 days before 2027 regular session.

• Appropriates $350,000 for fiscal year 2025-2026 (including one exempt planner position) and $150,000 for fiscal year 2026-2027 for personnel and project expenses; effective July 1, 2025.
