Amends Hawaii Revised Statutes Section 486J-5.5 to add critical infrastructure protection and emergency management, response, and recovery as purposes of the Energy Data Collection Program.

Adds Hawaii Emergency Management Agency (HIEMA) and Office of Homeland Security (OHS) to the list of agencies authorized to examine energy industry information statements and reports submitted under Section 486J-3, HRS.

Maintains existing confidentiality protections by restricting use of energy data to specified purposes and limiting access to authorized state agencies and their representatives.

Takes effect upon approval.
