S.B. 1350 Summary

• Appropriates funds to collective bargaining statewide (BUF 102) for fiscal biennium 2025-2027 to fund all collective bargaining cost items in the agreement negotiated with the exclusive representative of bargaining unit (5), with appropriations set at -0- for general funds, special funds, federal funds, and other funds for both FY 2025-2026 and FY 2026-2027.

• Appropriates funds for salary increases and other cost adjustments authorized by Hawaii Revised Statutes chapter 89C for state officers and employees excluded from collective bargaining who belong to the same compensation plans as bargaining unit (5) members, with appropriations set at -0- for all funding sources for both fiscal years.

• Requires the director of finance to allot appropriated funds to appropriate state departments for expenditure in their respective fiscal years.

• Declares that the state general fund expenditure ceiling for fiscal year 2025-2026 has already been exceeded by $8,551,796 or one per cent and that this Act will cause further ceiling exceedance (amount not specified in bill text).

• Takes effect on July 1, 2050; unencumbered appropriated funds lapse as of June 30, 2026, and June 30, 2027.
