Addresses a funding emergency created by the elimination of a budget transfer proviso that previously allowed state departments to transfer funds between their programs with legislative notification.

Repeals of the transfer proviso (section 72 of Act 88, 2021) occurred through Act 248 in 2022, and was not reinstated in the 2023 General Appropriations Act or subsequent amendments.

Makes emergency appropriations of general funds for fiscal year 2024-2025 to cover quarter 3 funding shortfalls in existing state programs resulting from the inability to transfer funds between programs.

Adjusts funding for various state programs to align with anticipated levels of activity.

Designates all emergency appropriations and funding adjustments as budget neutral and takes effect upon approval.
