Addresses the elimination of a budget transfer proviso that previously allowed state departments to move funds between their programs with legislative notification, which was repealed in 2022.

Adjusts funding levels for various state programs to align with their anticipated activity levels for the fiscal year.

Declares all emergency appropriations and funding adjustments as budget neutral, meaning increases are offset by corresponding reductions elsewhere.

Takes effect upon approval and is recommended by the governor for immediate passage as an emergency measure under Hawaii Constitution Article VII, Section 9.
