Provides the Adjutant General flexibility to assign either the chief of staff or assistant adjutant general to lead the Hawaii Air National Guard, rather than mandating a specific title

Authorizes the chief of staff of the Hawaii Air National Guard to receive pay and allowances according to the regular Air Force pay tables when employed full-time by the Department of Defense

Maintains the requirement that the Hawaii Army National Guard be headed by an assistant adjutant general

Takes effect upon approval
