Amends Hawaii Revised Statutes Section 707-711 to add intentionally or knowingly causing bodily injury to a National Guard member engaged in the performance of duty as assault in the second degree.

Defines "national guard member" as a member of the national guard on any duty or service done under or in pursuance of an order or call of the governor or the President of the United States or any proper authority as provided by law.

Classifies this offense as a Class C felony, placing it on par with assault charges against other protected workers including correctional workers, educators, firefighters, and healthcare personnel.

Takes effect upon approval with no retroactive application to rights, duties, penalties, or proceedings that matured or began before the effective date.
