Amends Section 302L-1.6(b), Hawaii Revised Statutes, to modify the composition of the Early Learning Board by adding the head start state collaboration office director as an ex officio, non-voting member.

Requires the board to invite the president of the Head Start Association of Hawaii (or their designee) to serve as an ex officio, non-voting member of the board.

Makes minor grammatical corrections by changing "University" to lowercase "university" and updating punctuation in the list of ex officio members.

Takes effect upon approval.
