Authorizes the Department of Education to establish a program awarding high school diplomas to qualified persons who did not receive diplomas due to compulsory or voluntary induction into U.S. armed services.

Expands eligibility beyond the previous Act 124 (2015) authorization to include persons inducted during World War II (December 1, 1941 – August 30, 1945), Korean War (June 1, 1950 – July 31, 1953), and Vietnam War (August 1, 1964 – January 31, 1973).

Requires qualified applicants to have been residents of Hawaii or the Territory of Hawaii and to have been enrolled in a high school in Hawaii at the time of induction.

Authorizes the Department of Education to award diplomas to any person whose high school education was interrupted and who did not receive a diploma due to wartime practices during World War II, Korean War, or Vietnam War.

Requires applicants to submit information on department-prescribed forms to establish eligibility for diploma award.
