Establishes a five-year Family Resilience Pilot Program within the Office of Wellness and Resilience to prevent child abuse, neglect, and involvement with the child welfare system.

Provides trauma-informed peer support navigators with lived experience to assist families with enrollment in public benefits, family strengthening, and cultural programming.

Offers financial assistance and resource supports for food, clothing, hygiene, housing, parenting, childcare, household, and transportation needs.

Requires the Office of Wellness and Resilience to establish by December 31, 2025 a data and referral system and an implementation and evaluation plan with specific, measurable goals.

Appropriates unspecified general revenue funds for fiscal years 2025-2026 and 2026-2027 to implement the pilot program and contract for services.
