Amends Hawaii Revised Statutes Section 266-61 to require that securing of mooring lines from vessels to commercial docks, wharves, piers, quays, and landings be performed by labor subject to collective bargaining.

Exempts from the collective bargaining requirement: labor performed at shipyards or drydocks; work by ship repair or construction companies; and activities related to ship repair, construction, overhaul services, and maritime research and development.

Exempts from the collective bargaining requirement the securing of mooring lines from fishing vessels, government-owned or government-sponsored vessels, tour boats, and training vessels.

Includes severability clause stating that if any provision conflicts with federal or state constitutional law, the entire Act shall be invalid.

Takes effect on July 1, 2025.
