Amends Hawaii Revised Statutes Section 46-20.1(b) to require counties to accept sewer transmission lines and sewerage facilities servicing Hawaiian home lands that are brought into compliance by the Department of Hawaiian Home Lands.

Establishes a 60-day acceptance deadline for counties upon receipt of a completed maintenance request application for sewer transmission lines and facilities on Hawaiian home lands that meet compliance standards.

Applies to sewer lines existing before July 7, 2014, that are not in substantial compliance with environmental laws at the time of construction, requiring the Department of Hawaiian Home Lands to bring them into compliance before county acceptance.

Requires sewer transmission lines and sewerage facilities completed after July 7, 2014, to comply with all applicable federal, state, and county environmental, design, and construction requirements prior to county acceptance.

Takes effect upon approval.
