Amends Section 431L-2.5, Hawaii Revised Statutes, to comply with federal requirements under Section 202 of the Consolidated Appropriations Act, 2022, regarding state Medicaid third-party liability provisions.

Requires health insurers to respond to state inquiries regarding health care claims within sixty calendar days of receiving the inquiry, instead of an unspecified timeframe.

Prohibits responsible third-party payers from denying claims solely based on failure to obtain prior authorization for items or services, provided the claim is submitted within three years of service provision and enforcement action is commenced within six years.

Requires responsible third-party payers to accept prior authorization provided by the state medical assistance program as sufficient authorization for covered items or services.

Takes effect upon approval.
