Adds definition of "housing" or "housing project" to Hawaii Revised Statutes Section 356D-1 as any home, residence, building, apartment, or dwelling unit designed principally for sheltering people.

Removes the word "public" from multiple sections governing Hawaii Public Housing Authority's powers to acquire property, lease housing projects, and issue bonds, broadening the scope of housing the authority may develop.

Authorizes Hawaii Public Housing Authority to use for-profit corporate agents to exercise authority powers for housing development and related activities.

Prohibits housing project development on vacant ceded land on or after January 1, 2022, and removes redundant housing project definitions from multiple statutes.

Updates bond financing and trust indenture provisions by removing "public" designation, allowing greater flexibility in how the authority structures financing for housing projects.
