Authorizes the Hawaii Public Housing Authority to sell, donate, or otherwise dispose of property abandoned or seized in federal public housing projects.

Requires the authority to send certified mail notice at least five calendar days before disposition to known owners, or post notice on the premises if owner is unknown.

Mandates public notice and oral auction for property valued at $500 or more per item, with disposition occurring at least five days after publication.

Allows property owners to reclaim abandoned or seized items before disposition by proving entitlement and paying all unpaid rent, debts, fines, storage fees (minimum $25 per day), and disposal expenses.

Directs sale proceeds, after deducting authority expenses and debts owed to the state, to be held in trust for the owner for thirty days before being transferred to the authority's special fund; provides liability protection for the state and its agents.
