Adds intentionally or knowingly causing bodily injury to a protective services worker engaged in performance of duties as assault in the second degree (class C felony) under HRS section 707-711(1)(o).

Defines "protective services worker" as any administrator, specialist, social worker, case manager, or aide employed by the Department of Human Services to investigate or provide services for child abuse/neglect or vulnerable adult abuse/neglect cases.

Clarifies that protective services workers are public servants for purposes of terroristic threatening in the first degree under HRS section 707-716, making threats against them arising from performance of official duties a first-degree offense.

Applies the same protection framework already extended to educational workers, emergency medical services providers, firefighters, and other specified workers.

Takes effect upon approval with no retroactive application to proceedings begun before the effective date.
