Renames the "Neighbor Islands Blind and Visually Impaired Service Pilot Program" to "Neighbor Islands Blind and Low Vision Service Pilot Program" by replacing "visually impaired" with "low vision" throughout Act 253.

Changes the implementation plan submission deadline from the 2024 regular session to 20 days prior to the 2026 regular session to allow additional time for program development and community engagement.

Removes the January 1, 2024 start date requirement and maintains the July 30, 2029 expiration date for the pilot program.

Requires the Department of Human Services to submit a report to the legislature 30 days prior to the 2029 regular session detailing pilot program activities, accomplishments, and recommendations on whether to extend the program.

Establishes an effective date of July 1, 3000 with a sunset provision on June 30, 2029, aligning the bill's lifespan with the pilot program's authorized duration.
