Eliminates the requirement that remainder fees from certified copies of birth, marriage, divorce, and death certificates be deposited into the state general fund; instead directs all remainder fees to the vital statistics improvement special fund.

Redirects $10 per marriage license fee from the birth defects special fund to the vital statistics improvement special fund under section 338-14.6.

Repeals section 321-426 establishing the birth defects special fund.

Transfers any unencumbered and unexpended balance in the birth defects special fund to the vital statistics improvement special fund upon the effective date.

Takes effect on July 1, 2025.
