Clarifies the Department of Health's legal authority to prevent and address nuisances that threaten public health, environmental health, or both.

Amends Chapter 322, Hawaii Revised Statutes, Part I title to "Prevention and Abatement of Nuisances" to emphasize the department's preventive role.

Expands the definition of nuisances in Section 322-1 to explicitly include toxic materials from methamphetamine manufacturing or clandestine drug labs, and odors and filth resulting from feeding feral birds.

Grants the Department of Health and its agents authority to examine, prevent, abate, destroy, or remove nuisances and conditions that cause nuisances affecting public or environmental health.

Takes effect upon approval.
