Adds three new civil service exemptions in the Department of Health: the public information officer in the office of the director of health, the federal initiatives operations coordinator in the developmental disabilities division, and two medical directors in the emergency medical services and injury prevention system branch.

Exempts five associate administrators and two project managers in the Hawaii State Hospital from civil service requirements.

Amends Hawaii Revised Statutes Section 334-4 to increase the number of associate administrators at the state hospital from three to five and adds two project managers as exempt positions.

Requires the Department of Health to submit a report to the legislature no later than twenty days before the 2027 regular session with findings, recommendations, proposed legislation, and a performance audit of all positions exempted under this Act.

Takes effect upon approval.
