SB 1441 Summary

• Repeals Act 212, Session Laws of Hawaii 2021, which required transferring the Oahu Regional Health Care System (Oahu Region) from the Hawaii Health Systems Corporation to the Department of Health.

• Keeps the Oahu Region under the Hawaii Health Systems Corporation with continued operational funding designated under program ID HTH 215.

• Requires the Oahu Region and Department of Health to enter into a formal memorandum of agreement by November 30, 2025, establishing protocols for accepting psychiatrically stable patients discharged from Hawaii State Hospital who meet institutional level of care standards.

• Mandates the Oahu Region submit a report to the legislature by 2027 documenting patient referrals from Hawaii State Hospital, admission numbers, reasons for non-admissions, census data, and recommendations for increasing patient admissions.

• Repeals Chapter 321, Part XLVI of the Hawaii Revised Statutes and takes effect July 1, 2025.
