Establishes maximum payment rates for medical care provided to patients at the Hawaii State Hospital or other psychiatric facilities under the director's custody, limited to the Hawaii Medicaid fee schedule or the provider's billed amount, whichever is less.

Authorizes the Department of Health to establish rates of payment for long-term care services provided to patients discharged from the Hawaii State Hospital or other psychiatric facilities to long-term care facilities.

Exempts the Department of Health from Chapter 103F (Hawaii Public Procurement Code) when procuring medical care and long-term care services for qualifying patients at state psychiatric facilities.

Defines key terms: "long-term care" as care provided by a long-term care facility as defined in section 349-21, and "medical care" as examination, diagnosis, or treatment for medical and dental conditions including outpatient services, hospital-based services, and clinically necessary appliances and supplies.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that began before the Act's effective date.
