• Establishes a two-year digital youth mental health platform pilot project running from July 1, 2025, through June 30, 2027, to be administered by the child and adolescent mental health division of the department of health.

• Requires development of an evidence-based, confidential digital platform providing county-specific resources, mental health education, self-care and coping strategies, and data collection on state mental health needs.

• Mandates communication and marketing services including ad campaigns (print, radio, digital, television), community outreach events, and social media management to promote the platform.

• Exempts procurement of platform development, management, hosting, and marketing services from Hawaii Revised Statutes chapters 103D and 103F (competitive bidding requirements).

• Requires the child and adolescent mental health division to submit reports to the legislature prior to the 2026 and 2027 legislative sessions with findings and recommendations, and appropriates unspecified general revenue funds for fiscal years 2025-2026 and 2026-2027.
