Appropriates $10,660,000 from general revenues to the Department of Health for fiscal year 2024-2025 to remedy construction defects at the Hale Hoʻola Building at Hawaii State Hospital, including legal fees and costs for special deputy attorneys general.

Addresses water leaks in exterior and plumbing systems and mold growth in the building that emerged after the two-year warranty period following the original $140,000,000 design-build contract awarded in January 2018.

Allows appropriated funds to remain unencumbered through June 30, 2026, with any remaining balance lapsing on that date.

Permits the Department of Health to delegate implementation to other state agencies with gubernatorial approval if determined advantageous.

Declares that the general fund expenditure ceiling for fiscal year 2024-2025 has been exceeded by $38,885,954 and will be further exceeded by $10,660,000 due to this emergency appropriation, citing public interest and operational necessity.
