SB1452 Summary

• Amends Hawaii's Uniform Controlled Substances Act (Chapter 329, HRS) to align state law with federal amendments to the Controlled Substances Act as required by HRS § 329-11

• Adds 61 new opioid substances to Schedule I, including fentanyl analogs (acetyl fentanyl, brorphine, butonitazene, crotonyl fentanyl, cyclopentyl fentanyl, isovaleryl fentanyl, MT-45, protonitazene, tetrahydrofuranyl fentanyl, and others) and new nitazene derivatives (etodesnitazene, flunitazene, isotonitazene, metodesnitazene, metonitazene)

• Adds 8 new hallucinogenic substances to Schedule I, including eutylone, zipeprol, UR-144, XLR-11, ADB-FUBINACA, MDMB-CHMICA, MDMB-FUBINACA, and N-ethylpentylone

• Adds 5 new stimulant substances to Schedule I, including amineptine, ethylphenidate, mesocarb, methiopropamine, and para-methoxymethamphetamine (PMMA)

• Takes effect July 1, 2025
