Appropriates general revenue funds to the Department of Land and Natural Resources (DLNR) for fiscal years 2025-2026 and 2026-2027 to cover cleanup costs associated with homeless encampments on state lands (specific amount left blank in bill text).

Requires DLNR to include dedicated line-item funding in its annual budget requests beginning with fiscal biennium 2027-2029 and each biennium thereafter to cover homeless encampment cleanup costs on its lands.

Addresses estimated $3 million in annual cleanup costs for DLNR properties including Diamond Head, Hamakua and Kawainui Marsh Wildlife Sanctuaries on Oahu, and various sites on Maui, Hawaii Island, and Kauai.

Notes that in fiscal year 2023-2024, DLNR cleaned up encampments affecting approximately 223 people across 24 locations, requiring at least 129 days of labor.

Takes effect January 1, 2050.
