Authorizes the governor to make supplemental allotments or transfer unrequired balances from other projects for capital improvement program projects funded through special funds, general obligation bonds with special fund debt service, revenue bonds, or revolving funds, provided the allotments do not increase project scope or impair fund purposes.

Permits the governor to make supplemental allotments from airport revenue funds or transfer unrequired balances for capital improvement projects funded through airport passenger facility charge funds, with authority to increase the passenger facility charge fund authorization ceiling at the governor's discretion.

Establishes a $7,000 protocol fund for fiscal year 2024-2025 in each principal state department to be expended at the discretion of the executive head (director, chairperson, comptroller, adjutant general, superintendent, president, or attorney general).

Restores budget special provisions that were omitted from Act 164 (2023) and Act 230 (2024) general appropriations acts, which previously allowed departments to supplement allotments and transfer funds between capital improvement projects.

Takes effect upon approval.
