S.B. 1474 Summary

• Amends Section 103D-102 of the Hawaii Revised Statutes to expand procurement exemptions under the Hawaii Public Procurement Code to include construction projects.

• Modifies exemption language in subsection (b)(4) to specify that goods, services, or construction available from multiple sources may be procured without competitive bidding when such procurement is not practicable or advantageous to the State.

• Updates subsection (b)(4)(M) to allow the policy board or chief procurement officer to determine additional exemptions for goods, services, or construction that are not practicable or advantageous to procure competitively.

• Takes effect upon approval, with amendments to Section 103D-102(b) exempt from repeal when that section is reenacted on July 1, 2027, per Act 150 of the 2024 Session Laws of Hawaii.
