Requires vessel masters and persons in charge of vessels using commercial harbors to comply with evacuation orders issued by harbor masters during emergencies.

Establishes a fine of $10,000 per day of violation per vessel for noncompliance with evacuation orders.

Authorizes courts, the Department of Transportation, or a hearing officer to revoke a violator's privilege to enter secured areas of commercial harbors or obtain operating or mooring permits for up to one year.

Directs fines collected from violations to be paid into the Harbor Special Fund for use in operating, maintaining, and improving the statewide harbor system.

Takes effect July 1, 2050.
