Authorizes counties to impose a mileage-based road usage charge on electric vehicles beginning July 1, 2028, calculated at a rate set by each county through ordinance.

County road usage charge is calculated by multiplying the county-established per-mile rate by miles traveled (based on odometer readings from vehicle inspections), minus estimated county fuel taxes paid for those miles.

County road usage charges must be collected with vehicle registration fees and deposited into respective county highway funds for road maintenance, construction, and related transportation purposes.

Establishes default county road usage charge rates for vehicles with missing or incomplete odometer information, with amounts to be determined by each county.

Appropriates funds from the state highway fund for fiscal years 2024-2025, 2025-2026, and 2026-2027 to implement the state mileage-based road usage charge program, with unexpended funds lapsing on June 30, 2028.
