Requires applicants for a motorcycle instruction permit to successfully complete a basic motorcycle rider course approved by the Department of Transportation before becoming eligible for the permit, effective July 1, 2026.

Exempts persons operating motorcycles, motor scooters, or mopeds for training purposes on an enclosed training course certified by the State from requiring a valid temporary instruction permit.

Does not apply to applicants who submit applications for a motorcycle instruction permit before the bill's effective date.

Amends Hawaii Revised Statutes Section 286-110 to add the motorcycle rider course requirement as a new subsection (b), with subsequent subsections renumbered accordingly.

Effective date: July 1, 2050.
