Establishes a University of Hawaii Conference Center Revolving Fund to consolidate conference center programs across all campuses and operating units of the University of Hawaii system.

Allows the University of Hawaii to collect fees and charges for conference center programs and authorizes expenditures for costs including honoraria, hotel rentals, food, printing, airfare, lei, audiovisual equipment, and other conference-related services without competitive bidding requirements.

Repeals the separate Conference Center Revolving Fund for University of Hawaii at Hilo and the Community College Conference Center Revolving Fund, consolidating them into the new system-wide fund.

Transfers all existing appropriations and encumbrances from the repealed funds to the new University of Hawaii Conference Center Revolving Fund effective July 1, 2025.

Requires the University of Hawaii to submit an annual report to the legislature accounting for all income and expenditures of each account within the revolving fund.
