Allows University of Hawaii graduates from Hawaii high schools to qualify for resident tuition rates if they enroll in undergraduate degree programs within four years of graduation, without meeting the standard 12-month residency requirement.

Creates an alternative pathway to resident tuition status specifically for recent high school graduates, addressing enrollment barriers for students experiencing homelessness or complex family situations who cannot easily document bona fide residency.

Maintains existing residency rules for other students while adding subsection (B) to Hawaii Revised Statutes section 304A-402, which establishes the high school graduate exemption from residency requirements.

Becomes effective July 31, 2050.
