Amends Hawaii Revised Statutes Section 304A-2153 to establish a new subsection (d) allowing the Board of Regents to authorize up to $3,000,000 annually from the University of Hawaii tuition and fees special fund for student aid in direct response to emergencies or disasters declared by the governor.

Requires the university to submit comprehensive reports to the legislature no later than twenty days before each regular session detailing the use of emergency relief funds authorized by the Board of Regents.

Makes minor capitalization changes to the statute, changing "University" to "university" in references to the University of Hawaii throughout Section 304A-2153.

Effective July 1, 2025.
