Establishes a statute of repose prohibiting civil actions against professional land surveyors or real property owners if 10 years have elapsed since the later of contract completion or final payment for land surveying work.

Adds a new section to chapter 464, Hawaii Revised Statutes, to codify the 10-year repose period for land surveying claims.

Addresses the disparity in legal protections between land surveyors and other design professionals (engineers and architects) who are covered under chapter 672B design claims provisions.

Takes effect on July 1, 2050.
