Allows an on-call circuit judge to perform Board of Registration duties for hearing election disputes when the Board lacks full membership.

Requires the Hawaii Judiciary to designate one or more on-call circuit judges in each judicial circuit to handle Board of Registration functions.

Authorizes circuit courts to hear voter eligibility challenges, residency determinations, and voter registration appeals when the Board of Registration cannot act.

Applies circuit court review authority to disputes over voter residency, registration corrections, and challenged voter appeals that would normally go to the Board of Registration.

Effective date: July 1, 2025.
