• Authorizes the Board of Land and Natural Resources to lease public lands for recreation-residence use through public lottery in addition to direct negotiation, instead of requiring public auction.

• Reduces the maximum lease term for recreation-residence use from twenty years to five years, with lessees in good standing able to extend for one additional five-year term through direct negotiation with the board.

• Establishes that lottery-offered leases must be at fair market value determined by appraisal and limited to one person per residence, with joint occupants restricted to one lottery participant.

• Allows the board to limit lottery participation to county residents where the land is located, provided it benefits county residents and preserves environmental, cultural, and scenic values, with the lottery opening to all state residents if insufficient county applicants exist.

• Imposes a $1,200 transfer or assignment fee for recreation-residence leases, to be adjusted annually based on changes to the implicit price deflator for gross domestic product on a five-year rolling average.
