Adds a new section to Hawaii Revised Statutes Chapter 584 establishing an exemption from mediation in contested paternity proceedings where domestic abuse allegations exist.

In paternity cases with domestic abuse allegations, courts cannot require the alleged victim to participate in mediation against their wishes.

Mediators must screen for domestic abuse and cannot conduct mediation if domestic abuse is alleged unless the victim consents and the mediator is trained in domestic abuse, with safety protections provided.

Amends Section 580-41.5 to replace "family violence" and "spousal abuse" terminology with "domestic abuse" and clarifies similar mediation exemptions in divorce proceedings.

Defines "domestic abuse" to have the same meaning as in section 586-1 and takes effect upon approval.
