Establishes that proof of filing a notice form with the County Director of Finance serves as a complete defense to any civil or criminal action against a vehicle transferor for acts arising from another person's use, operation, or abandonment of the transferred vehicle.

Requires transferors who submit false or fraudulent information to complete title transfer provisions to be fined between $500 and $1,000.

Directs the judiciary to determine by July 1, 2026, whether new court forms or website modifications are necessary to assist vehicle transferors in responding to actions related to transferred vehicles.

Modifies Hawaii Revised Statutes Section 286-52 to clarify the rights and responsibilities of vehicle transferors and transferees in the title transfer process.

Takes effect upon approval.
