• Mandates the President to propose at least three efficiency measures to the Director of Finance for review and approval to produce a more effective budget.

• Requires the President to submit reports to the legislature before the 2026 and 2027 regular legislative sessions detailing actual and estimated efficiency measure levels, year-to-year percentage changes, and planned improvements.

• Takes effect upon approval and is formally titled the University of Hawaii Efficiency Act of 2025.
