Repeals the exemption of the President and Chief Executive Officer of the Hawaii Tourism Authority from chapter 88 (Employees' Retirement System).

Removes the specific reference to the HTA president and CEO from section 88-9(d)(3) regarding employees excluded from ERS membership.

Requires the HTA president and CEO position to be subject to chapter 76 (civil service) while remaining exempt from ERS membership requirements.

Allows retirants returning to service as HTA president and CEO to be employed without reenrolling in the ERS system if they meet the conditions in section 88-9(d).

Takes effect upon approval.
