Removes the exemption in Hawaii's Code of Ethics that previously excluded legislative and judicial branch employees from nepotism prohibitions.

Extends existing nepotism restrictions to legislative and judicial employees, prohibiting them from hiring, promoting, or supervising relatives and household members in the same manner as other state employees.

Allows exceptions for employees with physical impairments requiring a specific relative's employment (with state ethics commission disclosure) or when an employee disqualifies themselves from official actions affecting the relative.

Permits supervisors and executive directors to take legally required actions affecting relatives' contracts if they comply with disclosure requirements and post notice of intent to award at least five days in advance.

Takes effect July 1, 3000.
